Fuel that we haven't found a way to use. Yet.

Proliferation,that's even touchier,more political and diplomatic than you think
Waste.....OK going by what you say 'there is no such thing as nuclear waste', so what is the actual by-product of the standard U-235 fission chain reaction?
P.S. I was going to tempt you by claiming there is nuke waste...

Anything that is a by-product of U-235 fission has potential to be used as a fuel source in the future.

Burying the stuff is the STUPIDEST thing you could ever consider doing with something so valuable. Uranium is a non-renewable resource just like oil or coal. We're going to hit peak Uranium someday, and having to dig that shit up in 100-500 years is going to be an unpleasant task, so we should keep it around and find uses for it in alternative style reactors.
